When can bats be removed from an attic in FL?

The four closed months, and why they are closed
From 16 April through 14 August, bat evictions and exclusions stay prohibited statewide under rules 68A-4.001 and 68A-9.010 of the Florida Administrative Code. It is a firm date range rather than a suggestion, and it runs four months rather than three. Across those months a roost holds young that cannot yet fly, and sealing the exits would leave them trapped inside the structure.
Bats hold protected status in Florida. What that means practically for a homeowner is simple enough: a company offering to seal an attic in June is offering to break a rule and to leave a problem sitting in the ceiling.
What can still happen before 15 August
The closed months are not a dead stop on the work. They are time for inspection and planning: finding every gap in use, working out which count as exits and which do not, mapping the roost, and protecting the interior so the living space stays separated from the attic.
That means closing off the interior routes, sealing soffit and ceiling gaps letting bats into rooms, and getting the exclusion designed and booked so work can begin the moment the window opens. Arriving at 15 August with the plan already drawn up is the entire advantage, since everybody else in the county is calling that same week too.

Who actually holds a license for this in Florida
Nobody in Florida is licensed for this. The Fish and Wildlife Conservation Commission does not license nuisance wildlife control operators at all, and the directory it maintains is one companies join voluntarily, so appearing on it is not a credential. What can be checked is the structural side: removing rodents from a building requires FDACS certification, and that record is public.

How an exclusion actually works
Exclusion is neither trapping nor a product. Every gap besides the main exits gets sealed permanently, one-way devices go onto the exits so bats can leave and cannot return, and those devices come off with the points closed once the roost has emptied. The guano then gets removed and the area cleaned and deodorized.
Do the repair properly the first time around. A bat can work through an opening far smaller than most people expect, so a partial seal simply relocates the entry point, and the same call comes in again next year.
