State it plainly in the welcome paperwork as normal practice rather than an accusation. Most tenants would far rather know, and a family arriving from three states away frequently has no idea what traveled with the shipment.
Treat the building rather than the unit

And it is the thing you hand over if a complaint ever goes somewhere formal.

A checklist that fits the week you actually get
Nearly all of this belongs to the same few days as the paint, and none of it takes more than a day of somebody's time.
- Inspect before the trash leaves, while the last occupant's harborage can still be read.
- Clean and vacuum through, then treat the cracks and crevices in kitchen and bath while every cabinet is empty.
- Fit fresh door sweeps where needed, and seal the plumbing penetrations under the sink and behind the toilet.
- Get into the crawl space, or the slab bath trap access, while nobody is living above it.
- Clear the outside: vegetation cut off the walls, stacked firewood moved, gutters cleaned out.
- Photograph the finished unit, then file the service record alongside the move-in paperwork.
